Henri S. Rauschenbach began his career in public service as a Selectman in the Town of Brewster on Cape Cod. During this time Henri was extensively involved with workforce development and training and served as Vice Chairman of the New Bedford, Cape and Islands Private Industry Council.  He went on to receive two Presidential appointments to the National Commission on Employment Policy.  In 1984 Henri was elected to the Massachusetts House of Representatives and served two terms there before moving over to the Massachusetts Senate in 1989.  He served 6 terms in the Senate and was the principal negotiator for all budget related matters and all bond bills for the minority party.  He served on 6 budget conference committees under Senate Chairmen Birmingham, Montigny and Rosenberg.  He was also extensively involved in healthcare and energy policy.  Sen. Rauschenbach was one of the “gang of four” who wrote and passed the energy deregulation act of 1997.  During this time, Henri was a member of the ISO (Independent system Operator)-New England Advisory Board.

Following this service in the Senate, Henri was asked in 2000 by Governor Cellucci to serve as the Undersecretary of Administration and Finance. In this capacity, Henri represented the Governor’s interest in all spending bills and bond bills before the Legislature.  He also served as the Governor’s Energy Policy Advisor and was a key player in the Administration’s development of health care policy.  When Jane Swift was named Governor after Gov. Cellucci left to become Ambassador to Canada, Henri was asked to join her administrative team as her Senior Deputy Chief of Staff with a broad purview over the day to day operation of State Government.  He was also Governor Swift’s key negotiator with the House and Senate Leadership.  

In late 2001, Henri left the Governor’s Office and formed Smith and Rauschenbach with Dennis Smith.  At the same time, Henri formed Rauschenbach Associates. Henri’s client base includes academic medical centers such as Partners Healthcare and Bay State Health.  He represents and has represented numerous community hospitals including: 

  • Massachusetts Council of Community Hospitals
  • Cape Cod Health Care
  • EmersonHospital
  • Hallmark Health Care 
  • Holyoke Hospital
  • Noble Hospital
  • South Coast Health Care 
  • and several other rehab hospitals and Community Health Centers.  

In the health care insurance marketplace – he represents Blue Cross Blue Shield of Massachusetts and Neighborhood Health Plan.  He has also had a significant energy client base representing large utilities like Northeast Utilities and now has a portfolio of solar and other energy clients including Sun Edison and BlueWave Capital.  His client base has contained a diverse range of clients including a bus company, a prostate cancer foundation, Expedia, a sports fisherman group, commercial banks, New England Development and others.
